Identify Key Stakeholders

The workshop functions best when including three main parties: creatives, developers, and municipal representatives.

Use a Salience model (power, legitimacy, urgency) to select and prioritize participants who can meaningfully contribute.

Avoid only inviting “the usual suspects” — instead, seek diversity in roles and perspectives. The card game’s actor cards can help illustrate typical needs, values, and contributions of each group, offering a ready-made starting point.

Define the scope, scale, and partners.
Depending on resources, the workshop can be a simple half-day session to inspire ideas or part of a larger research and development process tied to real projects.

Partnerships are key: MØST’s pilot succeeded through collaboration with a service design company (Halogen) and a real estate developers’ network.
Their combined expertise bridged cultural and urban domains and shaped a process that is practical, inclusive, and realistic.

Invitation

Craft invitations strategically to secure commitment from high-value participants.
Be clear on purpose, expected input, and benefits (“what’s in it for them”).

Hold the event in a symbolic or relevant location — for example, an unused building or redevelopment site.

Make it engaging yet professional: offer food, create informal networking moments, and foster openness between sectors.

The Card Game Workshop

The core of the tool.

Participants use actor cards and scenario boards to explore alliances between the three sectors, guided by a facilitator.

Wildcards introduce real-world dynamics such as policy changes, media attention, or funding fluctuations.

The game’s structure levels hierarchies and promotes equal participation.

The workshop can end with clusters of “big questions,” “visions,” and “measures” — tangible outcomes for participants to take home.

Session could last for appr. three hours. Suggested group size: 10 – 20 people

This tool offers a structured way to bring together municipalities, cultural actors, and property developers to explore how space can be used for music and culture. It helps make visible different value needs and value contributions, and how new communities can create value beyond individual interests. Use it as a starting point to surface perspectives, clarify roles, and explore how temporary use and collaboration can support long-term, sustainable urban development.

Follow-Up and Action Points

After the workshop, send each participant a summary of insights and a simple model for reflection or action planning, e.g. Idea Mapping Tool.

This helps ensure that workshop energy translates into longer-term engagement.

Encourage participants to discuss the findings within their own organisations and use the templates provided to link workshop ideas to real strategies or projects.
